KVKK (Personal Data Protection Authority) has published a Guide on the Processing of Republic of Turkey Identification Numbers, highlighting considerations for activities that involve the processing of Turkish Republic (T.C.) identity numbers due to the potential risk of causing harm by granting access to other personal data of the data subjects.

The Guide provides recommendations on the proper processing of T.C. identity numbers, which are considered personal data, in accordance with Law No. 6698 on the Protection of Personal Data and secondary legislation. It emphasizes the preference for methods that involve less intervention in individuals' right to demand the protection of their personal data. In this context, data controllers are urged to take necessary technical and administrative measures.


The Guide categorizes the use of identity numbers into 29 main headings. Some of these are classified as follows:


  • Issuing Invoices for Goods and Service Transactions

  • Order/Delivery of Cargo

  • Delivery of Postal Shipments

  • Initiating Execution Proceedings

  • Divorce or Annulment of Marriage

  • Ticketing for Travel, Events, and Sports Competitions

  • Prevention of Money Laundering

  • Phone Number Porting Process

  • Employment or Membership in Sports Facilities/Gyms
